About Display Energy Certificates
The regulation on DECs applies to buildings with a total useful floor area over 1000 m2 occupied ‘by public authorities or by institutions providing public services to a large number of persons and therefore frequently visited by those persons’. The certificate must be permanently displayed in a prominent public position and be renewed every 12 months. The Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations require many public buildings to have Display Energy Certificates (DECs) and advisory reports. This new duty has been introduced as a result of Article 7.3 of the European Directive on the Energy Performance of Buildings, commonly referred to as the ‘EPBD’.
